7TH NGO COORDINATION MEETING

DRAFT MINUTE
1. Minute of Last Meeting
David Magson opened the meeting at 6:25pm by introducing the minutes of the last NGO meeting (6th), which were accepted.
2. New Members and Organisations
At the opening of the meeting there were 3 new attendees and one new organization. The new members were Josephine Masciantonio from IMC Jakarta, and two visitors from Australia Helen Ciccolacco and Ken Nielson. The new organization was the Australian-Indonesian Association in Melbourne and was represented by Helen Ciccolacco.
3. Update on the Database
Affiliates of the Bali Recovery
Group have agreed to share one Database of who needs assistance and who has
received it.
Bali Hati maintains the database on behalf of the group. This is a reference
point for all who agree to sign up to the governance policies.
Graeme Stevens reported that in summary the database now contains:
28 Indonesian Deceased
151 Indonesian Injured
82 Indonesian Missing (current figure)
261 Families identified as eligible for assistance, of which
88 Families are currently known to be receiving assistance.
To date Rp 864 million has been paid to these families.
4. Sub Committees
As there were only 23 people present (because of it holidays) it was decided to “go-around the table” rather than break into sub-committees. An update from those present from each sub committee was discussed as follows.
Not much activity as its been school holidays.
New Year party for children with Santa.
Now 24 families with 51 children.
MOU between YKIP and Yayasan KIDS being prepared.
It was reported that Adopta and Bali Hati are bringing 9 widows together to form a small garment company.
So far twenty-one victims of the bomb blast have been receiving individual outpatient care and counseling. YKIP managed to arrange for Bali Hati to pay for a nurse with a mobile telephone on which she may be contacted by the patients when in need. She is also provided with a motor vehicle four days a week with which she is able to make home visits.
A group therapy session attended by 9 of the patients was organized by YKIP at doctor Robert Reverger’s residence. IMC agreed to pay for this and have subsequently agreed to hold another group session; this time at the IMC office on Saturday 11th January at 10.00 am. Some of these patients have agreed to have individual consultations with Dr. Robert.
A list of 150 more potential patients was obtained from Parum Samigita and forwarded to IMC who have since started to do a ground survey of the candidates.
YKIP also had a discussion with Dr. Robert regarding therapy for the children from the scholarship program and their families.
The Wayang Kulit performance has been very well received and there are discussions on possible further funding from USAID to continue the program and from UNICEF to take it around the schools. A follow-up video of ‘The Voice of the People’ will also be made to gauge the public’s feelings.
15 direct field nurses are still attending to victims.
e. Medical Long Term Sub Committees
- Priyo from PMI advised the meeting that the Rapid Response Teams that will be established in 9 Red Cross branches in Bali is now working in 5 branches in Bali with 4 branches to go. The PMI/Red Cross institutional strengthening assessment is completed and the analysis will be used to finalise plans for the remaining 4 branches.
Emergency Services and Response capabilities still ongoing.
Parum Samigita - Asana Viebeke L advised the meeting as follows:
- The reforestation program at Desa Catur Kintamani will be held on Wednesday, 8 January 2003 at 10.00 AM. There will be 1500 peoples who going to join in this program. All attendees were invited.
- The Cleaning program around Seminyak Legian Kuta is still under discussion.
- Viebeke requested support for a proposed coordination center in Legian.
Eric Kaler from Rotary/YKIP informed the meeting as follows:
World Bank USAID UNDP are working together on a survey, which will be used to manage their response. The assessment they produce from the surveys will be announced at the CGI meeting in Bali at the end of January.
Most of their US$30 Million earmarked for Bali will be distributed at the Kecamatan level after focus groups determine the needs and government plans and approvals are received. Largest allocations are likely to be for infrastructure improvements in each of the 53 Kecamatans, and not for food, unemployment, or tourism programs.

AUSAID : US$1.4 Million
DFID/British Embassy : US $300,000
UNICEF : US $55,000
World Bank/Netherlands : US$4 Million
Total : US $55.75 Million
Note: Parum Samigita has circulated two letters giving their views and proposals on economic recovery to the distribution list subsequent to the meeting.
